According to Allen’s sister, he sent the manifesto to his family before the incident. Allen had also attended a No Kings rally in California and was a part of the group named 'The Wide Awakes,' per Fox News. Allen fired a total of 5 to 8 shots during the incident. He was not struck. He traveled by train from Los Angeles to Chicago, then from Chicago to Washington, D.C. According to a senior U.S. official, one of his family members notified police about his manifesto. Allen did *not* mention the White House Correspondents' Dinner in the manifesto. The writings were reportedly written on paper and found in his hotel room.

ALLEN's brother had notified New London PD (CT) of ALLEN's alleged manifesto he had sent to his family members prior to the incident. Ā  Secret Service and Montgomery County Police interviewed Avriana Allen, ALLEN’s sister, at their residence in Rockville, MD. The following highlights from the interview: •Allen said her brother had a tendency to make radical statements and his rhetoric constantly referenced a plan to do ā€œsomethingā€ to fix the issues with today’s world. •Confirmed ALLEN purchased two handguns and a shotgun from Cap Tactical Firearms and kept them stored at their parent’s home and that their parents were unaware that ALLEN was keeping the firearms in the home. •ALLEN would regularly go to the shooting range to train with his firearms •ALLEN was part of a group called ā€˜The Wide Awakes’ •ALLEN attended a ā€˜No Kings’ protest in California at some point
